There are a several beaches in Ecuador where you can windsurf for four to six months in the year in 11-14 knots. The best wind however, is in Santa Elena on the Salinas peninsula with Punta Carnero and Mar Bravo getting steady winds up to 20 knots during the peak months of July thru Sept, but water entry is very difficult, as the waves are brutal.
With so many surf spots along the Ecuadorean coast, there are many chances for wave sailing on super windy days. The tough part is finding equipment to rent. In most locations you will need a ~7.0 meter sail and a big floaty board. Get used to up-hauling! You can also sail inland at Laguna Parque in Chongon about 20 miles west of Guayaquil along the Via la Costa. One other special sailing spot is Calima Lake (just across the Colombian border) where there are well equipped schools.
The Galapagos Islands claims a few locations too. At Puerto Villamil, on Isla Isabela you can get 15-20 knots from July to December.
